CHINA - Sichuan Earthquake Rehabilitation - FINAL REPORT

    FINAL REPORT

    The Need:

On May 12th, 2008 an earthquake of approximately 7.9 on the Richter scale with it's epicentre in Wechuan County, Sichuan Province violently shook central China.  The quake has left over 70,000 people dead with more still missing.  This was the deadliest and strongest earthquake in China since the 1976 Tangshan earthquake.  The earthquake has left about 5 million people homeless, and there is a desperate need for people to rebuild their lives to have safe shelter before winter and places to store their crops.

Within the 2 target villages of Shihe and Mawei in Deyang prefecture, Sichuan Province over 90% of the houses collapsed or seriously damaged.  The number of deaths and seriously injured is more than 40 in each of the villages.  The villagers have been staying in temporary houses until they have enough money to rebuild their houses.  With winter approaching some will need quilts to keep warm.  Many of the crops and fields as well as the irrigation systems were destroyed.  Although the villagers quickly planted again with some external help, such as irrigation pumps being provided, there is now a need to replace or rebuild the grain bins or barns for storing food throughout the winter which were destroyed.

    WRC'S Response:

In this rehabilitation phase World Relief Canada will support our Integral Alliance partner, CEDAR, as they work with their local Sichuan partner.  They will provide quilts to 900 families, grain storage bins to 1,780 families, and assist 45 families where there has been a death or serious injuries to rebuild their homes.  Throughout June '09 during the relief phase CEDAR had already distributed water pumps in these villages so the farmers could replant and irrigate their rice.  World Relief Canada assisted in the relief phase in other villages of Sichuan.

    Goals Reached Were:

Project Start Date:  September 2008  -  Project End Date:  August 2009

Note:  This project originally had given an end date of December 2008.  However the rehabilitation phase was late starting as the Chinese government gave permission dlowly during the run-up to the Olympics.  In the village of Sinhe the leaders wouldn't resolve their fear of jealousy in rebuilding 45 houses only for those who had lost a relative or had serious injuries, so that compenent was moved to 2 other nearby villages.

    • 45 houses were rebuilt through the provision of subsidies.
    • 1,780 families (about 4,810 people) have received grain bins and are using them for storage since the Autumn 2008 harvest.
    • 900 families have kept warm through the winter months of 2008-2009 with quilts provided.  Some with big families received more than 1 as 990 quilts were distributed.
