The Need:
Luong Phong is mainly a rice and vegetable farming community of 14,474 people. It is located in the north of Hiep Hoa district, Bac Giang province, 80 kilometers southeast of Hanoi. It has an area of 12.64 km2 of flat land and mountains. Luong Phong is one of the poorest communes in Hiep Hoa district. The commune’s average cultivatable land area per capita is 420 square meters. Monthly income per capita is around $ Cdn 13.25. 95% of the people in Luong Phong are farmers, and 5% make handicrafts and other items.
Of the 14,474 people in Luong Phong, 19.21% are classified as being poor. The poor are classified as those having a per capita income of less than VND 200,000 (Cdn $14.50) a month.
WRC’s Response:
This project will see poor women of Luong Phong commune have an opportunity to gain skills and knowledge through various trainings and have access to micro-loans needed for income generating activities to improve livelihoods, the local economy and health.
PROJECT START DATE: February 1, 2009 END DATE: February 1, 2011
1. 200 women will be organized into savings and credit groups and applying micro-loans to their micro-businesses.
2. (From training) 200 women will be trained and operational, with group organization and solidarity, business & credit management, and various social and technical skills (e.g. health, gender equity, livestock management).
3. (From training) 10 women’s leaders will have group-lending management skills such as structural procedures, group formation, savings methodology, and cash management.
4. (From training & system improvements). The capacity of the commune’s Women’s Union will implement sustainable poverty lending programs to be enhanced by training 2 of their leaders from the commune level.
5. A revolving loan fund system established with an average repayment rate of 98% plus.
WRC's Accomplishments as of September 2009
1. 117 women are organized into 8 savings and credit groups and applying micro-loans to their micro-businesses. They meet monthly for savings and interest collection and for educational information.
2. 117 women are trained and operational, with group organization and solidarity, business & credit management, and various social and technical skills (2 technical trainings done in pig production and proper use of pesticides with 90 & 91 attending respectively.
3. (From training) 8 women's group leaders have group-lending management skills such as structural procedures, group formation, savings methodology, and cash management.
4. (From training and system improvements) the capacity of the commune's Women's Union to implement sustainable poverty lending programs has been enhanced by training 2 of their leaders from the commune level.
5. A revolving loan fund system established with an average repayment rate of 98% plus.
